Why Did My Landlord Keep My Security Deposit

I recently moved out of my apartment in Dubai after completing my one-year lease. I left the property in good condition, paid all utility bills, and returned the keys on time. However, my landlord is refusing to return my security deposit, claiming vague “maintenance costs” without providing any receipts or clear explanation. Is this legal under UAE tenancy laws? What steps can I take to file a complaint or recover my money?

Mr James, under UAE tenancy laws, landlords cannot arbitrarily withhold a tenant’s security deposit without valid justification. Any deductions must be supported by documented evidence such as invoices or receipts for actual maintenance carried out. Since you returned the property in good condition and settled all dues, the landlord’s refusal without proof is not legally compliant.

You may file a formal complaint with the Dubai Rental Dispute Center (RDC), which handles such matters. The RDC will review the evidence and can order the landlord to return your deposit if no legitimate costs are proven.
